Anyone seen this setup

The float wasn't weighted to sink. Looks like they're were using the float to fish just under surface. 

I thought when you ledgered with a float the stop had to be alot further up the line.

Maybe some bodge job at a some kind of zig rig

A local club to me has a rule of no floating baits or zig rigs, so anglers were fishing baits just under the surface with a float.

When bailiffs found out what was going on it was amended to baits were not allowed to be fished in the top 18inches of water.

 

I must admit that if I can surface fish I would have more distance between the float and hookbait, so that does look rather freaky.

I agree  with Nick's theory .

The float stops would probably have been moved to alter the depth , the same as you you would try different depths with a Zig .

It may have been stuck in a tree at some point but i found it floating in the margin n the split shot seems solid where they are.

I thought they were black stop beads!

Split shot wouldn't likely slide down the line and be tight now.
