looks like some sort of bait in a dissolving outer skin, or it does look like one of my home made pop ups  cork dust base mix hard bait with a wrap of base mix on top.  nice set of trout ticklers too

Reminds me of some Pedigree pet treats so maybe it's high-end cat food.  Drill it and rig it up and cast it out.

God knows how they rolled them - must have got Maltesers to do it for them!?

It wasn't Seafood Takeaway, I used that myself in freezer and shelfie version. 

Rolling them is not that hard to be honest, quick boil of an 8mm in my case then paste wrap it, roll by hand and boil as normal. Long winded yes, but it did work. More faffing to roll the bait made it unviable
