As already mentioned with the onset of colder weather both species become less active but I think it would be fair to say if you get any indication at all the odds are it will be a carp.
In my experience your chances of getting a run out of a catfish after about October are similar to your likely hood of becoming pregnant lol.

For sure David, layer systems are way more effective for warmth. There's no stand-alone jacket out there that'll keep you warm at -5.
Base layer, long sleeve T-shirt, micro fleece, fleece, jacket - you'll be toasty at any temperature the UK can throw at you.
Myself its military as its designed for extreme cold weather if you dont mind second hand.
But look for ecw military.
Ginger some do as squadies dont put hands in pockets ..

Avoid fishing brands fella. The carp brands don't make clothing. They re-brand cheap Chinese clothing.
Think Army gear or one of the big hiking/camping manufacturers.
