Syndicate water through my work, owned and managed by employees of the company that have the best interest of the water at heart, no outside interference of stocking or moving of fish etc cracking 'Free to Fish' lake complex.

Also although I have heard bad reports about it in the past 'cobbleacre' fished it last weekend and had a cracking day, fished 'Adams' lake (runs water) but needed confidence boost and was only a day session. Staff really considerate and friendly they were working on preparing for this year but did nothing around me kept it to the far end of the lake, got some great advice of the locals etc a really good place to fish although I would imagine it will be full of numpties in the summer but we will see

The thing about Norfolk is, all the best waters are very hush-hush, they don't get talked about on forums...if you're not in the know, it can be very difficult finding out about them, let alone getting on them!

As for the best water and it's head and shoulders above everything else in the county, that'd be a no publicity water/complex near Thetford.
