fishing in holland

hi all .. new to this site.. I am looking for some guidance as to fishing in Holland.. around central dam...  canals, rivers n lakes... ive been looking into the vispass licences, wow what a headacke that is!!! I was wondering if its best to sort passes out before I go or when we are there? or is there an easyer  way around the whole licence issues for tourists? and any recommendations of where to fish for large carp around the dam area? looking on doing 2weeks touring around... any help and advise is most welcome
