Reopening Forgotten Lakes

There are a couple of disused lakes local to me. One is over 200 years old, I cannot find who owns the land. The Environment Agency don't know either ( EA signs up)..How would you go about finding out some info ? I've tried locals who don't know . I would like to try to reopen them. Last info I found ( of fishing) is well over 10 years old..Its all fenced off with rusty padlocks on the gates.
