Looking for information regarding a pond (Blackpool)

Basically there is meant to be a fishing pond on some government buildings called premium bonds ,does anyone know anything about it?, there is nothing online.

a few pools around here, none of which jump out and scream "fish" at me, but then google maps is not the best way to get info.
